I would like to do a brief flashback from the moment we decided to close the swimming pools at the end of May. The Deputy Minister of Sports came in July, where he visited the facilities in order to have a full picture of the problem. Mr. Avgenakis committed to the immediate arrival of a technical team from the Ministry for an inspection. Indeed, in the following days, a technical team from the General Secretariat of the Navy arrived. consisting of three engineers, Ms. Kostantinidou Meropi and Mr. Mikedis Konstantinos from the studies department and Mr. Bakos Dimitrios from the active upgrading department, where they conducted an inspection of the facilities of the Chania Nautical Sports Center, on Wednesday 22/07/2020.
With the completion of the autopsy, as well as the risk reports, the works that include the removal of the existing and construction of a new cover, both in the 25m pool and the 12.5m pool, as well as works on the subsoil and the foundations under the pools, are deemed necessary, with a total cost of €92,000 according to the offers received by the Chania Public Health Authority. It is worth noting that this cost also includes the cost of installing the lighting poles.
It is clear, with the safety of the athletes as the main consideration, that the restoration of the swimming pools is imperative. Due to the large area of the shelters – approximately 1300 sq m. – no temporary solution can be found.
Taking into account the institutional framework, which does not accept studies by private engineers, as well as the fact that the technical service of the General Directorate of Public Works has only 7 engineers for the 17 EAK of the country, it is easy to understand that the completion of the study by the technical service of the General Directorate of Public Works will be extremely time-consuming. For this reason, we turned to the region, to conclude a program, where again the time frame is quite long. For this reason, the Minister and we, contacted OAK SA, to conclude a memorandum of cooperation so that the studies can be completed as soon as possible.
In the first phase, from own resources (reserves of the Chania Public Health Agency), the removal and removal of the covers of the swimming pools will be carried out and in the second phase, the large part concerning the overall restoration of the Chania swimming pool, where if things go well, I believe that the tendering of the project and the start of work will take place in the first quarter of 2021.
I would also like to remind you of the construction of a new warm-up corridor worth €100,000 and the Energy Upgrade of Electric Lighting worth €965,000. Both of these projects have been included in the Public Works Plan and we expect their immediate implementation and completion in the coming months.
At the same time, as the administration of the Chania Sports Center, we have already announced the Programmatic Agreement with the Chania Regional Unit, which includes the supply of touch panels worth €14,000 at the Nautical Sports Center, which has already been completed, as well as the maintenance of the parquet, the supply of a new, advanced, electronic scoreboard and the replacement of windows and frames in the indoor basketball court, for a total value of €40,000, which will be completed in the immediate future.
Also, in the coming days, another programmatic contract will be signed with the region, concerning the supply and installation of LED lamps for the energy upgrade of the tennis facilities, with a total budget of €20,000.
The management committee of the Chania Sports Complex, in a very short period of time, has already begun the process of upgrading the sports infrastructure of Chania, which had not been maintained for many years, reaching the limits of the regular budget of the Chania Sports Complex from operating costs (PPC, oil, etc.) with the results known to all. The intention of the management of the Chania Sports Complex is to include all four facilities in subsequent energy upgrade programs that will follow, where the studies are expected to be completed and submitted in 2020, so that we can have high-quality sports facilities, as they deserve in our Chania.
