The outgoing Management Committee, which I had the honor of chairing, in just 20 months of its term and in an unprecedented -due to Covid- environment, where all public structures were under-functioning, with a budget reduced by more than €200,000 (88,000 debt from the previous administration and 120,000 for employee salaries that were previously paid by the General Secretariat of the Interior), with zero permanent technical staff, managed to launch and complete a series of interventions in the facilities of the Chania Public Health Service. I would dare to say that what was done and launched in just 20 months had not been done in the last several years!
At our own instigation we were led to the conclusion memorandum of cooperation with the O.A.K. and the start of studies costing 248,000 euros. The studies concern the energy upgrade everyone of the sports facilities of the E.A.K. Chania, as well as the complete maintenance - replacement of the electrical-mechanical and building equipment of the swimming pool. The project is to be included in SAE 016 and is expected to be included by the Ministry of Development within the next few days.
We briefly report the works and supplies per sports facility: :
- CHANIA NATIONAL STADIUM:
- Lighting Poles and Preheater: For the energy upgrade of the Stadium's electric lighting, by the decision of the General Secretariat dated 11/02/2021, a temporary project contractor was declared with a contractual offer of €335,287.04 (plus VAT 24%), while for the preheater, by the decision of the General Secretariat dated 05/03/2021, a temporary project contractor was declared with a contractual offer of €51,979.92 (plus VAT 24%).
The work begins on October.

- Stadium Fencing: A Technical Report has been prepared for the restoration of the stadium fence on Korai Street and has been sent to the General Secretariat. With the Secretariat's response letter dated 16/09/2020 to our request for restoration of the fence according to the technical report, we were informed that no technical intervention was permitted because the section is included in the contract entitled "Chania Sports Complex: Repair and maintenance works of facilities" in which partial and final acceptance had not been made. On 15/07/2021, a team of engineers from the General Secretariat conducted an inspection and the fence was now finally accepted and the work can proceed.
- Weight lifting: During the same visit of the G.G.A. team of engineers (15/07/2021), an extensive autopsy was carried out in order to proceed with the update of a static restoration study (prepared by a private engineer with resources from the Chania Public Works Department) which has been in the hands of the G.G.A. since 2018. The G.G.A. engineers informed us that the study is complete, but it is necessary to procure technical software to update it. The software is already in the hands of the G.G.A. and its update and inclusion in the PDE are expected within the year.
- Tennis: A relevant study is also expected for the statics of the tennis building complex after the extensive inspection by the G.G.A. engineers during the aforementioned visit. At the same time, in the program with the region there is a supply of LED lighting for the tennis court of €20,000.
- Indoor Gym: The programmatic contract that we had concluded with the Regional Unit of Chania, totaling €100,000, is in the process of being completed and concerns:
- Restoration of the basketball court parquet. (Expected to be completed in October)
- Supply of electronic scoreboard. (Completed)
- Supply of pole vault mat. (Completed)
- Restoration of frames and safety glass. (Expected to be completed in October)
- Toilets/Changing Rooms: The membranes were removed from the ceilings of the locker rooms two months ago to remove most of the moisture and the necessary restoration work is underway both externally and internally. The total work, which includes building and insulation, is estimated at approximately €14,000.
At the same time, with resources from the Chania Regional Development Agency, a replacement of doors at both entrance gates (El. Venizelou and A. Papandreou) and restoration ofas an entrance sign with illuminated, basketball court restoration and seating arrangement, basketball backboard replacement, reopening of the sauna, complete repair and maintenance of the stadium's electrical station with replacement of elements. Finally, at the expense of the Region, the installation of air pollution sensors estimated cost of €450,000.
For the immediate future, with our own resources, work has been planned regarding:
- New sidewalks around the indoor gym (estimated cost €5,000).
- Paving the corridor between the stands and the tartan fencing (estimated cost €5,000).
- Complete restoration of the external walls and roof of the stadium warehouse (estimated cost €6,000).
Finally, we are in advanced discussions to conclude a new programmatic contract with the Regional Unit of Chania that will concern the supply and placement of:
- High jump mattress based on the estimated cost of €000.
- Fitness equipment for three rooms at an estimated cost of €000.
- Jump valves with their covers, estimated cost €000.
- 3,000m steeplechase, estimated cost 500€.
- NATIONAL NAVAL SPORTS CENTER:
As for the swimming pool, we used our own resources to procure lighting for a 50m pool, lighting masts, lightning rods, a new water pump, and also carried out maintenance work on building facilities.
The contract for cutting and removing the covers of the 25 and 12.5m swimming pools has been completed, with funding of €80,000 from the reserves of the Chania Public Health Authority. The installation of 2 lighting pylons in the 50m pool is imminent.
The purchase of an electronic timer worth €10,000, a microphone installation worth €2,000 and painting-maintenance of a section of building facilities worth €2,000 have been planned.
- NATIONAL OBSERVATORY OF CHANIA:
At the shooting range facilities, again with our own resources, we proceeded with the maintenance of building infrastructure of approximately 1,500 sq.m. (with extensive and extremely serious corrosion) as well as the maintenance of wooden surfaces of approximately 1,000 sq.m. as required to be carried out every two years. At the same time, we also proceeded with the procurement of electromechanical equipment.
We initiated the procurement of electronic clay target equipment (with withdrawal) of approximately €8,250 and a series of interventions in the building infrastructure concerning the procurement of paint materials, a machine shelter (tent) for the clay target as well as a small-scale study for the construction of a pergola for an archery shelter of 51 sq m., totaling approximately €7,500.
Finally, the program with the region includes the replacement of asphalt on 610 sq.m. of roof on the existing pergolas, worth €20,000, and electronic display of fixed target shots (25m distance) worth €10,000. I should also add that we have also carried out a topographic survey of the facilities that are necessary for the upcoming energy upgrade.
